Currently selling a Creative Labs DVD5240E IDE DVD-ROM drive that I got from shopgoodwill.com (came with a bunch of random hardware).

Preferred shipping CONUS or local pickup.

I plugged in a power supply to test the drive and it spins up and I do hear the disc being spun around. However, my laptop doesn't like it when I use the USB HDD adapter as it doesn't detect the CD-ROM drive appropriately or at all and I've yet to test it in another computer since I've been busy with work.

When on your USB adapter, did you make sure the drive was set to master and not slave or cable select? Those IDE2USB controller chips are pretty dumb and generally only work with drives jumpered to master.
 
These adapters are made for IDE hard disks, not for CD-ROM drives. It's not going to work unless you have one that was made for a CD-ROM (e.g, salvaged from an external case).
 
the sabrent brand adapter I have works regardless of master/slave with all HDDs and ATAPI devices (as long as the HDDs support LBA)
