I still have a couple of IBM "monitor misers". You connected the box between the mains outlet and the monitor. A second set of cables got interposed between the keyboard and the system unit. There were DIP switches on the unit to set the period of keyboard inactivity. (Nothing for the mouse). Kept CRT burn down to a manageable level.
