Why would anyone swap around the ROMs in a PET?

I had a PET that was booting to garbage, and the only thing wrong with it was that the ROMs were in a completely different order. Now it runs perfectly*! I was actually disappointed that it wasn't something more complicated.

Was there ever a reason for doing this (add on board? regional variations?), or am I just seeing the results of a prank or an ill-advised "remove and reseat"? :)

* funny issue with a bright dot down powering it down, but the computing part of it, at least, seems to run well

Yes. Someone removed the ROMs for some reason and put them back in in numerical order. I've seen this before. It's an easy mistake if you don't know the correct order.

Issue two is being discussed in a thread about a 5151 right now.
