mac power book 140 need help installing os

i ot a new laptop (ok new old laptop) a power book 140 only problem is i got every thing but the system disk when i dug it out of the trashcan any ideas how i can use my pc to make os discs?
iut turns on but all i get is a screen with a little disk and a question mark

well it came with a module with a db 25 connector on it and a funky cord that pluged into a port i think it was a mouse port loking (this is my first mac bare with me) i hook the cord into the hole it it in and turned on the puter and its trned out tio be a 80 meg hard drive (i took a peek inside) only problem is it dosent have a db 25 connector on it can i plug it into a pc?
