Update: tried different jumper settings, best I can get is a stable image that is unreadable but recognizable. I can make out the POST screen when it boots. Here's a pic of the screen/Tv.

Also, I received the diag card today from Amazon. It does not work and made some smoke right away so back it goes to Amazon! I tried it in my working PC first, thankfully it did not hurt anything. I inserted it correctly, too.
