    On the subject of electrolytics, (which I realise is moot now) I would think that keeping the voltage rating to a bit above the actual voltage would be best. Those two 19,000 μF capacitors are (I'm guessing) for the +12 Volts and -12 Volts, which you measured at 16.25 Volts. So 25 Volt...
