    The failure mode is particularly brutal (the regulator, which has been helpfully potted in epoxy to ensure maximum heat retention, croaks and dumps unregulated DC onto the 5V rail). MOS's chips are fragile enough as it is, they don't need any "help" from an over-voltage condition :)

    Basics first. Get the schematic for the rev of board that you have, and start by verifying that you have the correct voltages on the various voltage rails. Do you have an oscilloscope? [EDIT: Hit "send" a little too quickly...]

    Well, the 74LS161 worked, and it's a 14ns part, so if you used a 25ns GAL, I'm going to guess that's why it doesn't work. I guess the 15ns 16V8s you have are dead. You could always try new production Atmel ATF22V10 15ns parts, but the older TL866 won't program them; you'll need a TL866-II.

    Both mini and large boards no longer available at the developer's Shopify (and my understanding is that he does not intend to sell any more via that site), and VGP (the UK distributor) is out of stock of both, at least for now. I'm checking every week or so to see if VGP gets more stock...

    The Kawari replaces both the PAL and NTSC version of the VIC-II. The big problem right now simply supply of the board. I am in the same boat (my 326298 Rev A board has a dead 6567R56A). I have heard that there may be additional supply available from the UK distributor sometime in December.
