I am looking for an all-in-one monitor that can handle CGA, EGA, VGA and SVGA output up to 1024x768. The NEC Multisync 3D is the closest I have found, but it does not do 1024x768 in non-interlace mode.

Btw, I think you are being overly optimistic about finding such a monitor. By the time 1024x768 non-interlaced was common, CGA, EGA and TTL MONO were very obsolete.
 
Have you looked into studio monitors?

I have a nec 3ds, mostly because it syncs to 15Khz for my Amiga 1200.
