Higher clocked memory can generally be used at a lower clock, but not in all cases. I've seen many machines that refuse to use memory clocked differently than what it was expecting, or not behave.
But just because you install PC-133, doesn't mean it will run at that speed. Motherboards generally have memory options in the BIOS to set the speed, with the exception of OEM boards in most cases do not.
