Help using the EMP-11 Programmer

I recently dug up a old EMP-11 Programmer from a closet in my school and have been trying to get it work. It has 0 indicator lights so I don't know how to know if it is even on. It connects via a parallel interface so I bought a PCIE parallel serial combo card (checked its working by plugging it into a printer). When ever I start the software (the only copy I could find is from here: https://www.docentelectronics.com/httpdocs/Needham/needham_electronics.htm) pushing ok blinks the program and pushing demo starts it with a error saying it cant find a driver (I manually found the driver but not sure if its working or how to make it). There is also a background window saying its trying to interface with the programmer. Not sure where to go from here and im way out of my depth.

PC I'm using:
lenovo think center m93 MB
8GB of RAM
170gb hard drive
windows XP pro x64

bit of a update I believe that it has faulty components as one of the VRM's is getting much hotter.
