Inspecting and Shipping RL02 Drives

Correct, the drives will not spin up without a controller connected and powered on. You will know when it's ready to try and load, the load, ready, and fault lights will go out. You will probably want to make sure the load button is not in the in position, or the drive will attempt to spin up as soon as it sees the controller come online.
