Is an Athlon II X2 240e 2.8GHz good for 1080p 60fps video playback on WinXP SP3?

I have 2 cameras: A Sony Handycam PJ-260V and a Canon EOS Rebel T3i 600D and I want to know if a PC with this CPU has no issues playing HD video? I do not have all the parts yet to test.

What type of compression and bitrate, is the CPU doing all the work or are you using a GPU with hardware decoding?
 
Oh dear, the details. Well, I'm going to use what both cameras can deliver. H264 is what they use. I'm trying to find out what bitrate they support in the manuals...

I like low power fanless GPUs so I can have a PC run as quiet as possible, with a low TDP CPU as well. I plan to put in a big CPU cooler so hopefully my system can run whisper quiet.

I think I'll try a Radeon 6450 w/ 1GB video ram. I remember having success playing HD video on a GeForce 210 about five years ago.

I wouldn't use an Nvidia card newer than the GeForce 200 series due to screen tearing issues in XP. I don't know if the Radeon HDs or the Radeon "R" series have screen tearing issues either, but I like that the cards are cheap and affordable for me.
 
In the manual of my Sony Handycam, the max bitrate is 1080p at 28Mbps. I can't find what bitrate the Canon EOS Rebel maxes out at. Only the Sony can do 60fps 1080p, the Canon only does half as much at 1080p, so I'm guessing the bitrate is lower? I don't know much about cameras or bitrate.

Is the Radeon R5 230 a worthwhile upgrade versus the HD 6450? Or is the older card good enough for video?

The R5 230 looks like the most advanced low TDP fanless card with drivers for XP.

I just bought a Socket AM3 mobo with an AMD 880G chipset: It's a Foxconn A88GMX. It has built in HD 4250 graphics. Maybe it will be enough?

The mobo also has the ATI/AMD Hybrid Graphics feature, does that matter to me?

Will it not matter if my CPU is a dual core or a quad core as long as my GPU is powerful enough for HD video?

I was also looking at an Athlon II X4, but I want to save money if possible.

You are a hard sell on this. Anyway, the difference for NIB at Amazon for the X4 over the X2 is about 25 dollars. I don't thing overclocking would be an issue with either used chip. Best bet is to buy the el cheapo X4 from eBay for few bucks.
 
I'd recommend a Phenom II x4 for the extra 6 MB of L3 cache, but the TDP is pretty high on most of those parts.
