Keyboard not working at all and says load tape

I found a post from the early 2000's regarding this but the fix concerning a Commodore 64 was to stop the cardboard / foil cover from touching components inside a breadbox computer. My issue is a little different. The keyboard does not work and the cardboard /foil cover is not touching anything. I tried to unplug the keyboard and it still loads with "press play on tape". No keys work when it is plugged in and the cursor does not appear. I hate to order both 6526 chips and hoping maybe since early 2000's new information has surfaced. The good thing is that no matter what I have to try, all of my main processor chips are in sockets. Hoping someone can help please.
