Lisa I/O board with DELIBERATELY cut tracks

Hello. I have bought an Apple Lisa 2/10, which does not turn on the CRT, and with an external display it indicates error 57 (disk Drive). On the I/O board I have seen that it has two tracks deliberately cut. It is normal? Should I fix them?

I would say no. Apple through the life of the Lisa had several mid-production changes that meant cut traces or rearranged components and those cuts are too clean for them to be accidental.
What I would however do is start by troubleshooting your video problem, beginning with the CRT analog board.
 
It's a pain to reach because the yoke plugs into the board but before you fight to unplug that try twiddling the adjustments as I have seen them go dirty from sitting for 40 years and fail to pass video through them until cleaned. Also make sure the brightness knob on the back of the power supply isn't set all the way down.
