The solution was straight-out retarded. I had been ordered never to touch the adjustment pots at the top and that they were all dotted with epoxy for a reason.
I finally get told that the video signal isn't passed through the analog board if the contrast knob is being erratic. Sure enough I find that the pot is reading infinite. A bit of contact cleaner and I once again have a video signal.
