Looking for an AppleDOS emulator (not an Apple emulator)

I want something that will emulate AppleDOS at the user program level --- that is, not the entire machine, but instead emulating the AppleDOS environment and its system calls. This is for running automated tests in a command line environment. For example, there are several tools for doing this with CP/M programs, which are used to run the CP/M version of Hitech C on a modern machine. (I've written some myself!)

Does anyone know of such a thing for AppleDOS?

... I don't think this is actually really possible with Apple DOS 3.3; it's just too rigidly dependent on the hardware details of the Disk II controller.

If ProDOS will do, well, I stumbled across this from 1996. Good luck, you're gonna need it.
