PCI Error

I've been working on my Gigabyte 486VL project all weekend. While booting with a WIN98 startup disk, I see the following line scroll by after it starts to load the CDROM drivers:

ERROR: PCI READ CONFIGURATION FAILURE

There is a 3.5 and 1.2 floppy attached, a 16x12 DVD DUAL CDROM, and a Maxtor 53073H4 HD. The mobo is running a Am486 DX2-66 and has three VL slots, three 16-bit slots, and one 8-bit slot. The video card is a Diamond Speedstar VLB. The controller is a 16-bit SIIG Fast IDE w/BIOS, and the there is a 286 8-bit I/O card.

After it boots, everthing seems to be okay with the exception of the PCI read error. I'm wondering if the Win98 boot disk is looking at the VLB slot and and not finding a driver, intitiates the error message.

It should be noted that if I boot from the HD I do not receive the error. However, I havn't had time to setup the CDROM in the CONFIG & AUTOEXEC. If "she" leaves me alone this morning, I'll try to get that setup.

Edit: I'll also swap out that Speedstar for a 16 video card and see if the error goes away.

Um, are there any PCI slots? 98 could be looking for PCI slots and not finding them generate this error.
 
Read above. 3 VLB, 3 ISA, and one 8 bit. I don't think its mandatory that WIN98 sees a PCI slot. Anyway, swapped out the Speedstar VLB for a 16-bit Ahead VGA and I still get the error. So my theory about the VLB driver is now shot.
 
I didn't say PCI was required, I was just guessing/suggesting that it checked for PCI on startup and not finding it generated an error.

Is this error stopping win98 from loading? Is it coming up periodically while running?
 
As I stated above, everything seems to come up okay. If you google that error, there must be scores of people having had the same problem, but no definitive solutions. I been loading WIN98 for a while and this is a new one on me. Actually, I'm only using the WIN98 startup disk for housekeeping. Just trying to get a bucketfull of old hardware ready to go. The OS in this box will eventually be WIN95. The onlly reason I posted the error info, was to get some feedback as to what may be causing it. Thanks for the interest.
 
I working on that as I read this. I should have a working DOS OS up and running sometime today and will report back. BTW, current WIN98 CDROM drivers do eventually load using the WIN98 starup disk and the CDROM seems to function normally.

Update;

HD formatted with WIN98 DOS, everything is normal on POST & boot. No "--> ERROR: PCI READ CONFIGURATION FAILURE". What I think was going on is that one of the (many) CDROM drivers that the WIN98 boot disk attempts to load didn't like my CDROM (mfg. 2005). Thank all of you for your help.
