phillips cdi help please vertical hold flutter

Hello:

I have purchased a cdi on ebay from germany, and cant get the vertical hold to stop fluttering, i purchased a pal to ntsc converter and it had no effect. has anyone had a similar problem like this and if they have how did they fix it...

please let me know...
