seems like PayPal should have an escrow service - where you submit your money but the seller doesn't get paid until you sign off on receipt.
That wouldnt work for alot of transactions.. However its a great idea for situations like this where you dont know the other party.
 
Doesn't matter--I've offered the OP one of my defunct CC IV cards--and it's fully populated, not the stripped-down version. I don't want to be paid until he gets it.
Yes, there are scammers out there, as there always have been. Just ask victims of Elizabeth Holmes or...(very long list).

Huh it's quite funny who they're trying to steal from. Computer people that instinctively detect these low-effort internet scams.
Never underestimate how many people will fall for a scam if they think they are getting a much better than market rate for something.

Sure but this target group is highly unlikely to fall blind to some payment scam or shenanigan as opposed to general population.
