Modded CGA card. Seller unaware of what the added switch does.

Not an expert and only had 15 minutes, so don't take it as an answer by any means, but I'm going to take a guess at "Disable Blinking Text"
 
Looks like it disables the blinking cursor.

Comparing the photo to my own CGA card, one of the wires connects to U49 pin 11 or 12. This corresponds with the BLINK or CURSOR BLINK signals. The other end goes to U12 pin 13, which is where the CURSOR BLINK signal originates.
 
Haha, I wonder what that person was using his computer for that the blinking text was annoying enough to do this mod? Funny.
 
I was thinking perhaps some kind of screen photography work. Even a tool for pausing running software would not stop character blinking.

But, but, but we need blinking! And blink tags! And blinking burn-out-your-retina blue LEDs! :p
 
I never liked blinking items on the screen. And I suspect I'm not alone. The very first 'mod' I'm aware of for the Netscape web browser was about how to disable the blinking tag. An extremely popular mod, and usually installed within days of starting to use Netscape for the first time.
