Well as it turns out it is the graphics card. Received my Tulip card today and with the IBM 5153 it works perfect. So now to learn how to fix a Olivetti graphics card.. Thanks all!

I've got the power supply all fixed up so I can get back to testing. I have another video card on the way and a IBM 5153 to test with so I'll post when I know more.

It does this even without any kind of drive inserted, no HDD, no floppy. So I don't think its loading anything. Currently have the power supply out and open as it was having some issues so gonna replace all caps and any other faulty parts. When it's back together I'll do some testing.
