I would start with removing SCSI units and the internal battery. That could be a NVRAM containing completely corrupted info.

what burned diode? I have a bad 7821 from a vaxstation 3100 as well. Already replaced all electrolytic capacitors (the big ones on the output rails all had leaked) but there is still something very wrong (as in magic smoke wrong).

what's a crowbar circuit? I don't think there is a problem on the power requirements from the system, as there is no different behavior if the motherboard is disconnected. Naturally if the output capacitors are broken that alone could lead to high current.
