I would start with removing SCSI units and the internal battery. That could be a NVRAM containing completely corrupted info.

what burned diode? I have a bad 7821 from a vaxstation 3100 as well. Already replaced all electrolytic capacitors (the big ones on the output rails all had leaked) but there is still something very wrong (as in magic smoke wrong).

what's a crowbar circuit? I don't think there is a problem on the power requirements from the system, as there is no different behavior if the motherboard is disconnected. Naturally if the output capacitors are broken that alone could lead to high current.

that's what I meant. I MEASURED -5V even though there is no -5V line. So very likely when I measured the PSU had not started up properly ... until 5s later it did. I know bad capacitors can cause that. Anything else that could be the reason for such behavior? Thanks for the link, super helpful...

thanks for the suggestion, but that is very unlikely. As I said before even disconnected from the motherboard the PSU did not start up immediately. And AFAIK there is not "power on" signal on that type of PSU. Those are not ATX power supplies, but from the timeline more comparable with IBM PC...
