It has been reported by this fellow:

And I found that the ink in the pens is water based, and India Ink works reasonably well in them. India ink is dirt cheap and available right at local hobby/craft shops.
And you can use insulin syringes to fill the pens super easy. Then just re-cap the syringes and toss them in a ziplock bag until next time.

I guess this is the more central link and it looks different than I remember, but when I looked into it a few years ago, I was very impressed by his expertise and resourcefulness.

Thanks for info. Please may I use some of your photos and article for an article in the December newsletter.
If the cartridges are easy to re-fill, I think the printer is entering into another 'lease-of-life' even if Mav's not too impressed with it ;)
