C 1702 Monitor - PAL/NTSC-capable?

Simple question:

Will a normal, unmodified Commodore 1702 monitor bought in America work fine with a PAL composite video signal? One that looks just like this one. I've read some places yes, some places no. Even though it says "60hz" on the rear of the display it supposedly will accept a PAL signal with color just fine, possibly with v-hold adjustment.

I can't say for sure, but I believe it will work the other way around. That means you will get a still, nice picture but it will be in B&W. I used to own a 1702 for a short while and have a faint memory of trying to use a NTSC VIC-20 with it. At least my newer 1084 PAL monitors display NTSC composite in shining black, grey and white, and for some reason I have a hard time believing a NTSC made monitor should be more colour compatible than the other way around.

Actually if you have a modern TV set with composite video input, chances are greater it will display PAL in colour.

There was a program for the ST which could change the program signal from 60 to 50 hz as used by Pal or visa versa. Surely there would have been one for Commodores. Or am I talking about apple to oranges in regard to the monitor output on 8-bit computers.

The answer is no, unfortunately. An NTSC 1702 will only display a 50Hz black and white image on the screen with a PAL C64. It will be the same with most televisions.

While the ST and Amiga had options for "NTSC" and "PAL" mode, these only affected the scanrates and the screen resolutions. Without the RF modulator or composite video outs, it wouldn't output NTSC or PAL anything, as the Analog RGB video outs aren't encoded NTSC/PAL.
