Can I program this PLCC 20 pin PAL with a TL866 Minipro programmer?

Trying to see if I can build a specific board and this is one of the components

I seem to recall there being a thread about those PALCE parts last year, and at the time it appeared there was no software support for programming them in the TL866, but I suppose it’s possible someone has added it since then.

It does GAL16v8s fine, in both the discontinued Lattice and still manufactured Atmel varieties. Unfortunately supplies of the ATF16v8/22v10 have been affected by the IC shortage and these PALCE devices keep showing up at the usual surplus outlets at attractive prices, so it’s natural that people are hoping they can use them instead.

What board are you trying to build? It’s pretty likely you can sub GAL16v8s. (Is the source for the equations available? Because that’s something I’m not sure of, whether you can flash a GAL with the same fuse map binary or if you’ll have to recompile it.)
