Compaq FS7600 no raster.

Hello. I am new to this forum. (I hope this is the right one) I have a Compaq FS7600 that I am attempting to repair. There are no service manuals for it online. I was using it and it shut off suddenly. The light shows green. As shown in the video every 2 seconds you can hear a slight buzzing noise. In efforts to repair it I have replaced several of the caps on the main board. (no change) Tested all of the diodes in the power supply (all good) tested the HOT-Toshiba C5587 (its good) I have tested for continuity over any inductors (also all good). I noticed that when that buzz happens the voltage drops all across the board by a couple volts and goes back up (for example the power in on the deflection controller ic-TDA4841PS goes down to 9v from 12v). When this happens the glow from the heater in the tube also gets dimmer for a second. The tube is receiving high voltage as I can hear the crackle noise when powered on and off. I do not own an oscilloscope. I have soldering skills and a multi-meter. I am new to CRT repair. What should I do next trying to repair this monitor?
