Compaq LTE LCD Trouble

I picked this machine and its dock up (and again, it's missing the monitor hat...) from VCF East as "not working" and it turned out to be the AC adapter needed a recap.

The machine runs aside from a missing hard drive and the usually floppy drive issues and it's actually very complete, the backlight is a bit sleepy and for a few minutes it was a really nice and clean LTE Lite 4/33C with no issues and a beautiful color display, then about five minutes in the LCD dropped out about 25% of the screen in a horizontal band near the bottom like it lost refresh. Occasionally that bar twitches and I get the occasional refresh but pressing around the edges does not seem to bring it back. If I turn the laptop off and leave it for ten minutes or so it does come back, only to fail again in the exact same spot.

I have opened the LCD bezel once already to do some immediate cap cleanup (the trackball's capacitor was especially stinky) but even after a rinse and visual inspection (I did not dismantle the Sharp LCD assembly itself yet) I didn't see any indication that the board-to-LCD ribbons were damaged or impacted by capacitor leakage. This sounds very familiar to this guy's problem, but my failure is above where his dead 25% of the screen is (addressed differently?) and he doesn't get the odd refresh.
