Both.
Those are supports for the super-cheapo cards like WDXT hard disk controllers where they didn't want to pay to tool for an entire metal support plate.

Sadly it might be a useful thing to get a scan of for 3D printing. It'd be a useful dingus to have for homebrew boards.

Turns out I do have one of those MFM controllers in there, and it has no metal bracket.
