Old Apple Game

Im looking for the title of an old game i used to play on the Apple II.. I think the setting was midevil times.. You would send out scouts to other kings asking for money or men in return for other services.. Some times if you asked for too much or wouldnt offer enough for a trade they would send your scouts head back on a platter.. I thought it was a Broderbund Software game but i checked all of there titles and i cant seem to find it.. Please Help
