Sony HB-F1XDmk2 floppy drive issue

I just cleaned up and recapped the HIC-1 on this MSX system for a friend of mine. Just wondering if anyone has seen an issue with one of these where the floppy drive (which is a re-belted Mitsumi D357B) won't boot from or read any 720k floppy disks. It will (from BASIC) 'call format' a disk with the single sided option without error, but when I try to format a double sided disk, I get a 'Disk Error' at the end of the format. In addition to the new belt, I checked the drive for signs of any obvious faults (there's one electrolytic on it, which tested fine), verified that it's getting 5 volts, and cleaned the heads. I've also verified that the drive won't read 720k floppies I've written with my AT clone. (As an aside, the floppy wasn't working before I did any work on the machine, so it's not something I broke in the process of fixing the HIC-1.)

Has anyone seen this or have any recommendations for next steps in troubleshooting?
