Speed for LED speed meter

Probably a stupid basic question. I have a 486DX I'm setting up and playing with an LED speed indicator for the case. I'm trying to figure out the appropriate speeds to display for normal and turbo.

The PC using Norton SI8 shows CPU speed of 16k for turbo and about 5k for normal. these are indexes? I understand 486DXs were 25 or 33mhz.

I don't get the Norton index numbers. what would be appropriate for a speed display? intuitively I would think 33 for turbo and 5 (original PC?).
 
If it's a 33mhz 486DX Norton should show approx that figure. What does the BIOS report it as? And what speed is specified on the chip itself?

5mhz (around the original 5150/60 speed) sounds correct for non-turbo.
