What device is this please?

Looks like an homemade Address word and /RD or /WR matcher for a sort of trigger generation (probably for an early logic analyzer or even oscilloscope?) Chip date codes probably place this construction sometimes in 1975.
Just guessing, one could be more precise after reverse engineering the thing.

I think that it's a simple display control for data/address lines. Definitely homebrew, right down to the repurposed telco wire. (brown-white and black-white). Note the 18-bit address. What we don't have is a photo of the back of the switch panel.

I don't think a photo will change things much. There's no programmable logic in this thing as far as I can tell--just simple combinatorial SSI.
 
The Single sided hand drawn PCBs are defiantly something you don't see anymore. there is a good probability this equipment was hand assembled from looking at it, probably home-brew as stated above.

Probably need a very special use case for equipment like this, or a very special kind of nerd to sit it on their shelf XD
