I got it to work! I had to find the packet driver that was made for the AE-200 series of cards, and that worked better than the generic NE2000 packet driver. Then I set the TCP.CFG file to the right settings. After a restart, I ran the packet driver and DHCP and it all worked! It's able to access the IRC. I'll go into more depth when ths *lengthy* process gets put on a blog.
