Faulty VRAM? Packard Bell Multimedia D130

Hey folks, just got this Packard Bell Multimedia D130 and it's doing some funky video things on startup... I cleaned it up, replaced the battery, reassembled, and then it's showing the bios boot screen with a green tint and some odd fragmentation, then beeps twice, then shows a blinking cursor with flashing characters. I have a video below that demonstrates what's going on... There was a bit of corrosion around one of the soldered on VRAM chips that I think could be the likely culprit.

 
The video memory would have to be exceptionally bad for that to happen. I'd suspect that there are damaged/broken traces.

The memory IC should be removed and the area inspected.
