Model 4P High Voltage board questions

I fired up my 4P yesterday after a couple of years of inactivity and let the magic smoke out. Interestingly, it continued to work fine for the couple of seconds it took me to get to the power switch. I opened it today and it looks like the .22uf capacitor on the high voltage board split open on the sides. Two questions -

1) Does anyone know what kind of capacitor this is? It says .22uf 250V, but specifically, what is it...mylar, film, etc.? What would you use to replace it?
2) How can I safely discharge this board so that I can replace the cap?

yep its A RIFA inline capacitor. it filters the 115v/220v line, not required to run the computer but suggested to always replace it

look for uf.22 X2 Capacitor they look like this

Also, I would replace the other 1 or 2 that are there (see image) 0.01uf X2 Capacitor (in your image it is cracked and will blow sooner than later)
